The management and combination of uncertain, imprecise,fuzzy and even paradoxical or highly conflicting sources of information has always been, and still remains today, of primal importance for the development of reliable modern information systems involving artificial reasoning. In this introduction, we present a survey of our recent theory of plausible and para-doxical reasoning, known as Dezert-Smarandache Theory (DSmT), developed for dealing with imprecise, uncertain and conflicting sources of information. We focus our presentation on the foundations of DSmT and on its most important rules of combination, rather than on browsing specific applications ofDSmT available in literature. Several simple examples are given throughout this presentation to show the e±ciency and the generality of this new theory.

In this paper, we apply the notion of soft rough neutrosophic sets to graph theory. We develop certain new concepts, including soft rough neutrosophic graphs, soft rough neutrosophic influence graphs, soft rough neutrosophic influence cycles and soft rough neutrosophic influence trees. We illustrate these concepts with examples, and investigate some of their properties. We solve the decision-making problem by using our proposed algorithm.

In this paper, triangular cubic hesitant fuzzy Einstein weighted averaging (TCHFEWA) operator, triangular cubic hesitant fuzzy Einstein ordered weighted averaging (TCHFEOWA) operator and triangular cubic hesitant fuzzy Einstein hybrid weighted averaging (TCHFEHWA) operator are proposed. An approach to multiple attribute group decision making with linguistic information is developed based on the TCHFEWA and the TCHFEHWA operators. Furthermore, we establish various properties of these operators and derive the relationship between the proposed operators and the existing aggregation operators. Finally, a numerical example is provided to demonstrate the application of the established approach.

A new growing area of neutrosophic set (NS) theory called complex neutrosophic sets (CNS) provides useful tools for dealing with uncertainty in complex valued physical variables that are observed in the actual world. A CNS take values for the truth, indeterminacy and falsity membership functions in the complex plane's unit circle. In this research, a novel concept of complex fermatean neutrosophic graph (CFNG) is established. ?We proposed the order, size, degree and total degree of a vertex of CFNG. Also, we presented the primary operations such as complement, union, join, ring-sum and cartesian product of CFNG. Moreover, the concept of regular graph under complex fermatean neutrosophic environment is discussed. Finally, an application of multi criteria decision making problem in educational system to evaluate lecturer’s research productivity using CFNG is discussed.

In this study, Intuitionistic Fuzzy Consistency Method (IF-FUCOM) and Grey Relation Analysis (GRA) were combined to assess the effects of Bacillus subtilis bacteria on concrete properties, as well as to determine the optimal bacteria concentration and curing day. Three different concentrations of bacteria were added to the mortar mixes, like 103, 105, and 107 cells/ml of water. Mortar samples were left to cure for 7 days, 14 days, and 28 days to evaluate compressive strength, water absorption, crack healing. According to the proposed algorithm, 105 bacteria are the optimal concentration, while 28 days is the ideal curing time.

This paper discusses and analyzes the behaviors of the ProportionalConflict Redistribution rules no. 5 (PCR5) and no. 6 (PCR6)to combine several distinct sources of evidence characterized by theirbasic belief assignments defined over the same frame of discernment.After a brief review of these rules, the paper shows through simpleexamples why their behaviors can sometimes increase the uncertaintymore than necessary, which is detrimental to decision-making supportdrawn fromthe result of the combination.We present a theoretical improvementof these rules, and establish new PCR5+ and PCR6+ rulesof combination. These new rules overcome the weakness of PCR5 andPCR6 rules by computing binary-keeping indexes that allow to keeponly focal elements that play an effective role in the partial conflictredistribution. PCR5+ and PCR6+ rules are not associative but theypreserve the neutrality of the vacuous belief assignment contrary to thePCR5 and PCR6 rules, and they make a more precise redistributionwhich does not increase improperly the mass of partial uncertainties.

With the development of the social economy and enlarged volume of information, the application of multiple-attribute decision-making (MADM) has become increasingly complex, uncertain, and obscure. As a further generalization of hesitant fuzzy set (HFS), simplified neutrosophic hesitant fuzzy set (SNHFS) is an efficient tool to process the vague information and contains the ideas of a single-valued neutrosophic hesitant fuzzy set (SVNHFS) and an interval neutrosophic hesitant fuzzy set (INHFS). In this paper, we propose a decision-making approach based on the maximizing deviation method and TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) to solve the MADM problems, in which the attribute weight information is incomplete, and the decision information is expressed in simplified neutrosophic hesitant fuzzy elements. Firstly, we inaugurate an optimization model on the basis of maximizing deviation method, which is useful to determine the attribute weights. Secondly, using the idea of the TOPSIS, we determine the relative closeness coefficient of each alternative and based on which we rank the considered alternatives to select the optimal one(s). Finally, we use a numerical example to show the detailed implementation procedure and effectiveness of our method in solving MADM problems under simplified neutrosophic hesitant fuzzy environment.

In this paper we provide an application of neutrosophic bipolar fuzzy sets in daily life’s problem related with HOPE foundation that is planning to build a children hospital, which is the main theme of this paper. For it we first develop the theory of neutrosophic bipolar fuzzy sets which is a generalization of bipolar fuzzy sets. After giving the definition we introduce some basic operation of neutrosophic bipolar fuzzy sets and focus on weighted aggregation operators in terms of neutrosophic bipolar fuzzy sets. We define neutrosophic bipolar fuzzy weighted averaging ( N B FWA ) and neutrosophic bipolar fuzzy ordered weighted averaging ( N B FOWA ) operators. Next we introduce different kinds of similarity measures of neutrosophic bipolar fuzzy sets. Finally as an application we give an algorithm for the multiple attribute decision making problems under the neutrosophic bipolar fuzzy environment by using the different kinds of neutrosophic bipolar fuzzy weighted/fuzzy ordered weighted aggregation operators with a numerical example related with HOPE foundation.

The objective of the paper is to introduce a new cross entropy measure in a neutrosophic cubic set (NCS) environment, which we call NC-cross entropy measure. We prove its basic properties. We also propose weighted NC-cross entropy and investigate its basic properties. We develop a novel multi attribute decision-making (MADM) strategy based on a weighted NC-cross entropy measure. To show the feasibility and applicability of the proposed multi attribute decision-making strategy, we solve an illustrative example of the multi attribute decision-making problem.
